RoboJoe
The RoboJoe Project was pushed through Congress with the promise of cost savings. With the cost of training and equipping a modern soldier, many men in power were sure that building small walking tanks was cheaper. Not to mention the lives that would be spared by not putting a soldier in harm's way.
Hi-Tech was put in charge of the design and software of these new robot soldiers. With strong financial backing not only from the government but also from several businesses in the private sector he had very deep pockets to draw finances from. With this backing Hi-Tech added several features to the prototype that were not called for in the basic design. He added a voice chip and upgraded the A.I. to an almost human level. The CPU is the most advanced ever built with GPS built in so the robot's location could be pinpointed by his superiors to the nearest foot. In his head behind the Snake-Eyes inspired visor rests a heat sensor that can pick up a range of temperatures from minus 10 degrees to 300 degrees Fahrenheit. A miniature camera also is in the visor area so that live feed of the battle can be streamed back to headquarters. External thermometers were placed at the bottom of the head unit so that the RoboJoe could monitor outside temperatures and adjust its cooling system accordingly. The laser targeting system is the most up-to-date and accurate system known. The RoboJoe was given 2 humanoid hands so that it could adapt to any weapon found on the battlefield. All of this delicate and important hardware is covered by a titanium alloy with a baked on camouflage finish that will repel most radar and sonar systems.
The RoboJoe was deliberately designed as different from the Cobra BAT as possible. BATs with their interchangeable gun hands have a very hard time adapting on-the-fly to new weapons. They are usually lightly armored due to the financial restrictions of Cobra. The A.I. in a BAT is incredibly dumb by technology of ten years ago. Where BATs were designed to be turned on and pointed at the enemy, the RoboJoe was designed to outthink the enemy.

Hi-Tech finished the RoboJoe prototype a month before the BAT uprising within Cobra. After word of the uprising was received by U.S. intelligence fear spread throughout the government that the RoboJoes would rebel against their creators. They immediately pulled the plug on the project before Hi-Tech got a chance to display his pride and joy. They demanded that all records and any designs be destroyed. Hi-Tech could not bear to destroy The RoboJoe. The robot had been able to carry on conversation with Hi-Tech since he wired the torso unit and head unit together. The RoboJoe was Hi-Tech's friend and Hi-Tech decided to disobey and keep the RoboJoe around.
Hi-Tech now has the support of his fellow teammates in keeping the RoboJoe on the team. The RoboJoe has now become more a bodyguard for Hi-Tech but is always prepared for a battle should one arise. Hi-Tech knows that the BAT uprising was caused by the android Overkill. The uprising was a pure human thought that no robot would conceive of. He has no fear of the RoboJoe but knows that if it is captured that the software could be corrupted and turned against the Joe team. And now this has become a bigger threat since Overkill has heard rumors of an advanced robot design that he could have intelligent conversations with. RoboJoe would make the perfect general for Overkill's armies.
